Mix the Cookie Dough Layer
Let’s start with the cookie layer. In a small bowl, sift together the flour, baking soda, baking powder, and salt—this will ensure that everything mixes evenly later on.

In a larger bowl, cream together the softened butter, granulated sugar, and brown sugar. Beat it for about 5 minutes until it’s light and fluffy. Once it’s creamy, mix in the vanilla extract and the egg, just until combined.

Then, top the cookie dough with a layer of Oreo cookies, covering as much surface as possible. No need to press them in too hard—the brownie layer will take care of that!

You can do this in the microwave in 1-minute intervals, stirring between each, or use a double boiler on the stove. Once the butter and chocolate are melted and smooth, let it cool slightly.

Assemble and Bake
